21 century is the era for brain competition. To become new century talents, we need to acquire extensive and board knowledge and delicate skills. More importantly, the sense of overall competence should be cultivated. The implementation of music education is a significant way of aesthetic education, therefore, we must attach importance to and strengthen training in aesthetics so as to cultivate excellent talents with all-round development of moral, intellectual, physical, aesthetics and labor education. Generally speaking, in non-arts colleges and universities, the strengthening of music education plays an important role in education for all-around development. According to "National school of arts education development plan (2001-2010)", colleges and universities should offer a variety of art elective and restricted elective courses, combining the actual strength and condition, so as to meet different students' requirement. How to improve art education in colleges and universities and how to cultivate high quality personnel by art education are the core ideology of higher education.As a matter of fact, Chinese non-art music education in colleges and universities is relatively weak. After the students upon high school education enter their university, they are meant to accept education mainly related to their own major. Although some schools have been set up music elective, there are still some restraints and problems, for examples, music teacher education, course offering, rules and regulations in music practice. Domestic music education for all-round development is irregular and uneven, especially in remote mountainous areas. To improve Chinese socialist spiritual civilization and to continue Chinese traditional culture, we must strengthen our non-art music education in colleges and universities.This thesis applies several research methods, for instance, questionnaire survey method and comparison analysis. By investigating present situation of Hebei's non-art music education in colleges and universities, this paper can help to reflect some specific problems and phenomenon, which are quite prevalent in non-art music education in colleges and universities.Since music education is an important approach to aesthetics education and an indispensable part of campus culture, it can exert essential influence on college students' growth and learning. At length, in accordance with "CPC Central Committee and State Council on deepening education reform and promoting quality education" and "the spirit of school art education and working rule ",we musicians have unshakable duty to appeal to the whole society to attach importance to music education and college students' music art cultivation.
