Nowadays many countries all over the world are of multi-ethnic and multi-lingual,which has made the world multi-cultural.The increase of communication and generality among ethnic minorities is the inexorable trend of ethnic development. The conflicts and harmonies between globalization and nativization, national incorporation and ethnic multiculture are inevitable challenges that multinational countries have to face in the 21 century. Every country shares the same question as how to put the multi-cultural education into practice. The bilingual education that China and America put into practice under the multi-cultural background effectively quested for reflecting their multi-cultural needs with the precondition of national general culture. Bilingual education has become an important part of national educational system and a main approach in solving ethnic problems. But bilingual education takes different looks because of different ethnic distribution,social economy,ethnic culture and language use in different countries. The dissertation focuses on the development course of the bilingual education in China and America to quest for the law of bilingual education for ethnic minorities in these two countries.The dissertation lies on the foundation of historical,linguistic and educational theories and mainly adopts methods such as historical probe,literature analysis, factor analysis and comparison. It consists of five parts:The introduction part presents the background and current situation of the dissertation, analyses the features and problems in the research on Sino-American bilingual education, explains the purpose,significance,thoughts and methods of the research and then establishes the theoretic foundation for the research by explaining and discriminating some concepts and technical terms that are used in current bilingual education.The first part presents the development course of Sino-American bilingual education, states the laws and documents.The second part compares the Sino-American bilingual education from the perspectives of object,purpose,value tropism,modes and features,and then disscusses the commonness and differences in it.The third part mainly analyses the actual effects and the influential factors.Then we disscuss the problems in current Sino-American bilingual education.The fifth part reflects the Sino-American bilingual education.After these exposition, the dissertation clearly states the development course and problems of Sino-American bilingual education on the whole. I hope it can be used for reference for the current bilingual education in China and the researches on bilingual education afterwards.
