A Comparative Study Of Confucius Institute Charter And International Language And Culture Promotion Institutes Charter

As a program document of the Confucius Institute,the Confucius Institute Charter has the guiding role in the establishment,operation and management of the Confucius Institute,and is the basis and fundamental guarantee for the sustainable development of the Confucius Institute.The Confucius Institute has a great growth in the past decade,and it is urgent to achieve a qualitative improvement even more.How to play the leading and safeguarding role of the Confucius Institute Charter in the management and development of the Confucius Institute is particularly important for the establishment of rules and regulations.The British Council,the French Union and other language and culture promotion agencies have experienced a hundred years of development and have accumulated rich experience.Many scholars have conducted in-depth research on the Confucius Institute and foreign language and culture promotion institutions,with the intention of initiating reflection and enlightenment on the development practice of the Confucius Institute.At present,the research has certain reference significance,but in-depth research from the comparative perspective of the text of chater is lacking.This article starts from the perspective of comparative charter research,based on text analysis and comparative research methods,to conduct an in-depth analysis of the charter of the Confucius Institute and the other five international language and culture promotion institutions,from the charter structure,charter formulation and revision,institutional purpose,internal elements of the organization and external connections,trying to summarize the similarities and differences between the Confucius Institute and other international language and culture promotion institutions based on the analysis of the text of the charter,and then discover the possible problems of the Confucius Institute charter and propose related suggestions.The study found that the charter presents a consistent phenomenon in which the missions of all language institutions are subject to serving national interests and foreign policy,the organizational structure is a three-level management model,and the intervention of governments by various countries in institutions makes them semi-official.The difference is that the statutes and regulations of foreign language institutions are described in detail,the revision procedures are proper,the mission guides the practice,and develops development strategies.At the same time,the headquarters gives flexibility to the management of branches and actively introduces external participation mechanisms.However,the Confucius Institute Charter currently has poor operability in describing the constitution,lack of procedures for amending the chater,inadequate implementation of the constitution 's mission,unclear interpretation of the constitution management system,and insufficient explanation of the external relations of the constitution.This study from the content of the charter,the implementation of the charter,and other aspects of the Confucius Institute's charter to provide operational and targeted guidance suggestions.
