The author has carried out field research in IBD(International Business Department), HCFT(Henan College of Finance and Taxation), scrutinized IBD work scene and apartments for international teachers, consulted IBD documents for the international program, interviewed several international teachers and Chinese teachers, and examined the processes and scenes of the IBD meeting and the international teachers at the airport, seeing the international teachers off at the airport and entertaining the international teachers. The author has also designed questionairs on the effect of cross-cultural communication and management, and used them as the measurement to collect live questions. After the field research, the interviews and the survey on 16 international teachers,13 Chinese teachers,183 first-year students and 121 second-year students in the international program, the author has come to the following conclusions:1. In terms of equipments and facilities:several apartments for international teachers are far away from the classrooms, causing inconveniences to them; there are some flaws in some apartments, causing complaints on the part of the international teachers; the apartments cannot meet the needs from different types of international teachers; sometimes, there aren't enough apartments for international teachers; there are no wireless microphones in the multi-media classrooms, which limits the teachers' activities; there are no special purpose vehicle for IBD, which makes it inconveniences to their work; there aren't English maps, which makes it hard for international teachers to go out.2. In terms of personnel:there are no fixed person for cross-cultural communication and the job descriptions for teachers are not clear; there are no full-time form teacher for the international program and teachers have to take the responsibilities and become part-time form teachers, which costs them a lot of time and affects their teaching and research; there aren't enough full-time teachers for diploma courses; matrix structure causes disunity of command; the random of personnel use causes the disagreement of work, which dissatisfies international teachers; there are no sound systems, processes and procedures for routine work and no contingency plans for non-routine work; there are no sound communication system and no normative communication processes and procedures; the sexual structure isn't rational.3. In terms of personnel quality:there is lack of skills; the knowledge structure isn't suitable for IBD.The author proposes the following countermeasures and suggestions to the problems found in the field research, interviews and survey:1. to solve the problems in equipments and facilities by sparing enough apartments and providing corresponding facilities, etc;2. to solve the problems in personnel by creating new positions, recruiting talents and strengthening the construction of systems, etc;3. to solve the problems in personnel quality by on-job training and off-job training, etc;4. to develop all-around cooperation with Victoria University and promote the internationalization of HCFT;5. to make use of the advantages of IBD by establishing Cross-cultural Research Center, promoting the development both in theory and in practice.
