Facing the very ambiguous industry policy , competitive marketing and the poor enterprise management, how do the local telecom corporations of china telecommunications group to gain persistent competition advantage? This article reasons out that enterprise competitive advantage roofs in value chain?s operation. So and value current, organization process. Furthermore, this article analyzes some problems in the enterprise and some ambiguous factors in telecommunications industry. So the article proved that enterprise organization change basing on value current re-engineering is the main way to gain persistence competition advantage. Based on the above analyses, the article make a point clear furthermore of theorization basement of organization change. Searching for the way to organization change by analyzing organization structures, organization process, and business structures.
