With the changes of intemational political and economic structure and thedevelopment of economic globalizations, High-tech, which also brings upchanges to the economic structure, interest distributions and groWth pattern ofnational power, has become a precondition affecting international relationsand a measure used for the purpose of national interests. The United Statesand JaPan always make use of advanced technical power as a politicalbargaining counter, b1ockade its export of techniques to other countries, oragree to eXPoft high-tech on the condition that the other coufltries must makepo1itical compromises. China is one of their confinement objects.However, to U.S.A. and Japan, China is different from other countries.They all need China's potential market with great caPacities for the benefitsfor their own development and prosperity. Therefore, they will think thricebefOre making decisions of confinement and punishment. Meanwhi1e, Chinaalso has eager requirement for the high-tech from U.S.A. and JaPan. The threecountries depend on each other much more tightly than before.TherefOre, although U.S.A. and JaPan confine or punish China frompo1itical strategical point of view; China can also make use of theirrequiremeflts of China's huge market, the confliCts and comPetitions betweenthe two countfies, to attract more export of high-tech and obtain thecomparative suPeriority during communications with the tWo countries.This alticle makes deep investigations of U.S.A. and JaPan's high-techexport confinement to China, analyzes the reason of the policy fromintemational politics point of view, reaches the conclusion of the effects ofconfinement, and offers some countermeasures for China's foreign policy.
