In this paper, author uses the basic principle of technological innovation, sums up & analyses the questions of technological innovation for industry system in Tianj in, gets step & conclusion for research. This paper includes 5 chapters: No.1 chapter is the context & status for research; No.2 chapter is basic concept for technological innovation; No.3 chapter is the analysis for status of technological innovation抯 system of industry in Tianj in; No.4 chapter is the macroscopical dynamics抯 model & function name for technological innovation in macroscopical lay; No.5 chapter is the system & method of estimate for technological innovation in industrially lay. The last part is the conclusion of this paper. The new standpoints of this paper are: 1 The macroscopical dynamics~ s model for technological innovation in macroscopical lay is advanced. The connection of harvest & devotion (human, financing) for technological innovation for industry system in Tianjinn is setup. The function name for technological innovation for industry system in Tianjin is geted: (G ~0.2114 P~. =0.99631 ~ This function name is described the rule for technological innovation for industry system in Tianjin very well. It has to be very important value in 3 theory & practice. 2 The synthesizing evaluation of ability for technological innovation is studied. The system & method of estimate for technological innovation is applied. Being used entropy, confirmed the proportion抯 modulus of evaluating indices.Using this method of estimate for technological innovation, author evaluated 20 large industrial companies in Tianj in. From evaluating, It抯 proved this method is right & effective. 3 From researching, author drows a conclusion: the devotion of human is the most important factor in affecting harvest for technological innovation. This conclusion has to be very important significance in long programming in Tianj in.
