Joining WTO will be the trend of world economy in the 21St century because of globalization, rapid movement of capital, and liberalization of trade and investment. As the most populated country with the greatest market potential, China should not stand outside of WTO. It's more beneficial for China to be part of WTO as early as possible. In July 1986, China officially ir~formed the Secretary-General of its request of restoring its membership in GATT. Since then, China put great effort in the membership restoration. After 13 years?negotiations of restoring GATT membership and joining WTO, China and U.S. signed the Agreement of Agricultural Cooperation between China and U.S. on April 10, 1999. At the same time, a joint declaration was announced. A bilateral agreement concerning China's joining WTO was signed betweer~ China and U.S. on November 15, 1999 in Beijing. China is required to sign more bilateral agreements with those countries in the WTO should any bi1a~era1 agreements are needed. It's a matter of time for China to join WTO. China is expected to join WTO at the end of this year if nothing on the contrary happens.It's beneficial to the world trade and China's long-term development as well if China joins WTO. After China becomes WTO membership, the agricultural development in Fujian will face a brand-new international environment and the agricultural policy of the province should conform to the stipulations of WTO. After 20 years?reform and opening policy, the economy of Fujian has been greatly improved and it is at a better position to face the market challenges, however, agriculture remains a weak industry with low productivity, sub-optimal production structure, and premature modernization. Fujian is far behind some provinces in China regarding agriculture development and the gap is greater when assessing the province's agriculture from WTO's perspective. .China's joining WTO will have great impact on the agriculture in Fujian. In the long ran, the advantages overweigh the disadvantages. The benefits are as follows: reform agricultural economic system; better international environment for the export of agricultural products; improved internationalization; upgraded structure of agricultural production, import, and export; impel the agricultural communication and cooperation between Fujian and Taiwan. The disadvantages lie in the short run. The province will face the following main challenges: domestic farm-product market will face the open pressure; the government wiLl have greater difficultyin agricultural macroscopic control; both the agricultural risk of foreign exchange generation and the difficulty of production exports will become more than ever; the niontane peasants?income will be influenced by china entering WTO. But different farm-product will have different impacts fromWTO:China entering WTO will be advantageous to fruit, tea, vegetable, domestic fungus, flowers and plants, fishery products, animal products, thegreat mass of forest product, etc., and be disadvantageous to food, oil crops, sugarcane, tobacco, etc..The existing mindset, industrial structure, operating model, administration institution, and government actions in Fujian cannot cope with tl~e challenges brought by WTO, therefore, proactive action such as further reform and the adjustment of agricultural policies should be taken to deal with the changes. The detailed policies and measures include: make preparation for cjiallenges from WTO in every respect; adjust and upgrade the internal s4iicture of agriculture and the economic structure in the rural areas to improve the quality of agricultural and rural economy; promote agricultural science and technology; quicken constructing the information system of agricultural market and the quality standard system of agriculture; reinforce the appropriate agricultural protection; further reform agricultural economic system; cultivate the market players to participate in the competition; open to the outside world and strengthen the agricultural communication and co...
