Along with the international economic integration and liberalization of trade, the technical barriers to trade (TBT) has become one of the most important instruments to gain trade profits for countries with the decreasing of tariff and other non-tariff barriers. Because of the gap between development of economy and level of technology in countries, standards and technical regulations that have once contributed to the development of international trade and the progress of human society now make a substantial block to international trade, furthermore, some developed countries use them as tools for trade protection. According to difference in the development of economy and the level of technology from developed countries, developing countries always at a disadvantage in the face of TBT.As one of traditional export products with comparative advantages in China, agriculture products bear the brunt of TBT. First, developed countries are rejecting more and more Chinese cheaper agriculture products on the excuse that our products can be not qualified according to their own standards. On the other hand, owing to the difference in resource endowment and technological level, competitive agriculture products from developed countries may be dump into China, a serious lash onto China's agriculture economy and farmer's life. So the research in technical barriers to trade has become an urgent assignment and hotspot of non-tariff barriers study.However, most of the research in TBT has focused on the introduction of foreign TBT status and agreement on WTO/TBT, or the appropriate suggestion to reform measures, while updated empirical research is limited. The quantitative analysis to TBT can provide data supporting for policy design and dispute settlement. Therefore the author starts research with expounding the origin and evolution of TBT; analyses the impact of standards and technical regulations on trade firstly, which can be either positive or negative. Then, the author summarizes the TBT status in our agriculture trade and introduces the gravity model to analyze the impact on the pesticide MRL standards in EU on the tea export Based on previous analysis. The results of empirical study show that the pesticide MRL standards on tea in EU have negative impact on the tea export, but the MRL standards in China can increase export and the shared standards in two countries have positive impact on export. At last, the author provides some advice to tackle the TBT according to the above research.
