The assessment is an activity that a main body scales an object system by mensurating its properties and converting the properties to an objective quantified value or a subjective effect. Agricultural SciTech assessment is an activity to evaluate and analyze the function, impact and effect of agricultural SciTech activities as a system by normative process, indexes and methods. The assessment of agricultural SciTech development is an activity to evaluate and analyze agricultural SciTech activities scientifically and the change of its effects from the developmental angle according to the principle and method of SciTech assessment. The government claimed that China agricultural science and technology must take the lead in the world. To achieve the goal, the status of agricultural SciTech development in China and the gap between China and the world need to be evaluated. This assessment is an important basic work to constitute polices, forecast development and set priorities in agricultural science and technology. Agricultural SciTech development assessment is the important content of agricultural SciTech assessment. In the thesis, the general situation of domestic and overseas SciTech assessment has been expounded. The assessment activities of agricultural SciTech in China were introduced by analyzing the connotation, characteristics of agricultural SdTech development assessment. It is believed that innovation theory~ technological progress theory~ sustainable development theory and system theory make up the theoretic base of agricultural SciTech development assessment. The agricultural SciTech input and output in China, such as manpower and outlay input, instrument, equipment, SciTech information, SciTech results, SdTech papers, patents and so on, were analyzed in the quantificational way in this paper with using 1986-1999 data. In addition, the qualitative analysis was used to analyze the activity effects, policies, system reform in agricultural SciTech. The assessment system was made based on the analysis of the development of agricultural science and technology. Its aim is to evaluate synthetically the level of agricultural SciTech development in China. The system not only considers the general principle of SciTech assessment, but also combines with the practice of agricultural SciTech development in China. The assessment goal of agricultural SciTech development makes up of science research, technology application and SciTech management. It is a new idea to regard agricultural SciTech management as an important part of assessment. By selecting a set of indexes to construct assessment system, the system design does its best to achieve the total goal of assessment, synchronously research and analyze the development level of professional fields in agricultural SciTech. With using statistical data on SciTech and economy~ the paper evaluates dynamically agricultural science research development level in China, which is an important part of 4 agricultural SciTech development, selects a set of development indexes from 1987 year to 1999. These primary conclusions were obtained by analyzing evaluation results: First, the development of agricultural science research was slow in the past decade. Compared with the development in the end of the 1980s, the level only increased 32.6% in the end of the 1 990s.
