After the practice of position and performance appraisal management in agricultural research institutions,performance appraisal has become one of the important contents of personnel management in public institutions.In the current personnel system reform of agricultural scientific research institutions,it’s an important and urgent task to establishing scientific performance evaluation index system.Now,the research and practice of performance appraisal in agricultural scientific research institutions are not sufficient,the performance appraisal in many institutions are still blank,which affecting level of the personnel management elevating.As is of important realistic significance in position and performance appraisal management practicing,the research and design of performance evaluation index system should be enhancing.Based on the analysis of performance appraisal in many institutions and aboard in our research,according to the characteristics of its features include multi-factor,multi-dimensional and dynamic,the three categories of professionals&technical,managers and ground skilled staff come from the stipulations on the post management of agricultural research institutions in jiangsu province,using interviewing,questionnaire approach,literature law and expert consultations etc.to screen out index factors of performance appraisal for the index system first,then we adopt AHP and Delphi method help establish weight of index,finally adopting fuzzy comprehensive evaluation and quantized integration for measurement of the performance,form the staff performance appraisal index system in agricultural research institutions and take agricultural research institution in coastal area of Jiangsu province as an example.Main results are as follows:(1)Author’s established the performance appraisal index system adapt to the management personnel and professional and technical personnel in agricultural scientific research institutions,and determined the weight.Management personnel performance appraisal in order to "morality""ability""hardworking" and "performance" as the primary index,there are 10 secondary indicator;professional and technical personnel in order to"behavior""ability" and "performance" as the primary evaluation indexes,consists of 6 qualitative secondary and 5 quantitative secondary indicators。(2)Based on the characteristics of qualitative indexes and quantitative indexes respectively,we established the corresponding evaluation assessment method respectively.Using fuzzy evaluation method for qualitative index,quantified the qualitative index;quantify integral method for quantitative index,improved the accuracy of measurement.(3)Taking the agricultural research institution in coastal area of Jiangsu province as an example,performance evaluation method established in research was applied to simulation performance appraisal.Result of simulation performance appraisal showed high alignment when compared to that of traditional appraisal.
