The Discussion About The Industrial Distribution And Reorganization Of The State-owned Enterprises

In modem society, state ?owned economy has grown into an economic force not to be ignored. It plays an irreplaceable role both in the western countries where the market economy are fully developed, and in the developing countries and socialist countnes. State enterprise is the basis component unit of state ?owned economy and it is also to pillar force in our national economy. However, in recent years, a large ?scale loss on both the management and assets has appeared in the state enterprises. This situation is closely connected with the over ?broadness and over ?looseness of the industrial distri- bution of state enterprises. In order to change the dissatisfied situation and make the re- form achieve on entire breakthrough, we must begin with the attribute of state enterpris- es and the industrial characteristics. And then according to the special function and op- eration goal of them, we try to find out the most appropriate industrial fields for state en- terprises in theory. By using the way of substantial evidence of experience, we sum- marize the general mles of industrial distribution of state enterprises under the system of market economy though the facts of that in western developed countries. In this way, we can provide a reference for the industrial distribution and industrial reorganization in our state enterprises. As to the industrial reorganization of our enterprises, we must be based on the condition of our country and find out the characteristics and problems of industri- al distribution, analyzing the history and current situation of its change since 1949. Then on the basis of it, we should establish the goal like this: our state enterprises withdraw from the ordinary industrial fields whichh are poorly competitive; and step into industrial of social public interest and natural monopoly industry, and the pillar industries which are of vital importance to state economy, pointing out a long ?term withdraw counter~? measure concentrating on the 搑elative withdraw攁nd 搈arginal withdraw?...
