Western Development And The Construction Adjustment In Agriculture Of Xinjiang

This paper is the further study on agricultural construction adjustment of Xinjiang during the tenth five year. which is enlightened by Professor He Lunzhi抯 study on 揦injiang抯 economic development and the analysis anticipating the tenth five year.? To the rural area and the agricultural economy , the major task is to increase the peasants?income , adjust the constructi on and industruialize the agriculture.This paper examines and analyzes the industrial construction deeply through conmbinig the real research task with my major . It discusses the objective situation , the important significance , the theoretical basis and its developing procession in agriculture .It also analyzes the advantages, the disadvantages and the contents,which is to optiminze, elevate and arrange the construction by postive and systematic analysis .Furthermore ,whether the construction adjustment is scientific, reasonable, or effective need to be discussed in my paper. This paper consists of three ~mrts Part I analyzes is a theoretical study .It studies the meaning and the range.The industrial construction is classified into three layers,which each has its features. It also incluudes the developing law and its five features of agriculture and the rural economic construction, the theoretical basis and its application to the agricultare Part II 2 is a positive study . First it analyzes the stages and the constructions vertically. Second, it studies the present situation, the issues, the disadvantages and the background of construction adjustment. Last a conclusion is drawn that it is necessary and significant to carry out the construction adjustment. So it lays a good foundation for the next part. Part HI is the most important one. It contains the optimization and elevation of industrial construction and its layout . It has three layers, that is the main construction, the basic construction and the order construction. In this part, it studies some issues, such as the supportive cotton industry, the main manufacture industry of the animal ~2~I products, the green and environment products. While industralizing the agriculture ,it also studies to help the non-state-owned enterprises, develope the town-owned enterprises and develope the small towns . During the optimizing and elevating the industrial construction, the necessary conditions are progress in science and technology, strengthening the infrastructure and environment protection, constructing the information system, treating the relationships among the government, the markets and the peasants and strengthening the cooperation between the west and the east. In terms of the industrial layout theory, the natural and agriculture productive features, Xinjiang抯 agriculture can be divided into six developing ribbions according to the principles of industrial layout.
