Demonstration To Civil-run High-tech Enterprises Management Innovation

Along with violently coming of knowledge economy and globalized economy and China's entering WTO, how about the present status of development of China's civil-run high-tech enterprises as the first supporting industry of knowledge economy梚mportant component of high-tech industry and national economy? Which are the major factors restricting the development of civil-run high-tech enterprises? Active discussion of such problems will be helpful to civil-run high-tech enterprises in strengthening themselves comprehensively and making them step into a healthy and swift way for development.China's civil-run high-tech enterprises, a special group of economy and society, were starting comparatively late with a high starting point and a short history but like a dark house, before long becoming an important component of national economy. The most enterprises, however, will fall into stop or even into retrogression, which is regarded a strange cycle, when they achieve a certain scale. There are numerous and complex social reasons, political, historic and cultural, resulting in failure of becoming industrial advantageous group unlike the same enterprises in developed countries. The author thinks that the civil-run are facing a major problem梞anagement. Many entrepreneurs (and managers) are still managing their enterprises by means of old experiential management mode. The civil-run high-tech enterprises almost have done nothing in innovation of enterprise management.This paper, starting from the history and present status of development of civil-run high-tech enterprises, try to analyze the management problem of civil-run high-tech enterprises in the view of Chinese historic and cultural background and realistic social system in order to find out the essence of this problem. It concludes that just the thought mode of parochialism and conservative ideas restricts the innovation of enterprise management, which features treatment of enterprises with feudal hierarchy and official grade as well as operation and administration with the mode of traditional agricultural economy. This paper, guided by Marxist principle of management duality, has analyzed the special nature of civil-run high-tech enterprises on management and innovation, revealed the new contradiction and representationduring "arrangement of labor" and "monitoring labor" regarding administrators and employees of civil-run high-tech enterprises, and concluded that the management of civil-run enterprises is more difficult than normal enterprises.This paper, based on the investigation of the special problem of civil-run high-tech enterprise management, recites modern administrative theories and successful cases of high-tech enterprises at home and worldwide to search theoretic methods of management innovation for civil-run high-tech enterprises from outside social environment to inner running system, then from macroscopic society to microscopic enterprise proposes such actual ideas and problems to be noticed for innovation practice of civil-run high-tech enterprise management as state policies, government roles, talent management, laws and rules promotion, construction of market environment and enterprise culture, reform of property rights and distribution system, training of entrepreneurs, stimulation system for employees and so on, in order to find out a practical way that accords with the big trend of internationalization and China's situation, and is suitable for modem management and innovation development of China's civil-run high-tech enterprises.This paper, at last, introduces the new trend of international management and innovation development, and provides basis of reference for the direction of development of civil-run high-tech enterprises management innovation in order to have the administrators of civil-run high-tech enterprises pay close attention to the new trend of enterprise management, continuously learn advanced management experience and try to innovate to make the enterprises develop greatly, and strengthen themselves comprehensively...
