The cultural development of tourist destination was researched with the case study of Yuliang in Shexian, Anhui province in this artical.Based on theories of Tourist Development and Tourist Culture, this study put forward that the cultural development of a tourist destination generally followed four steps listed as follows:1. Studying the feasibility of tourist cultural development. It is the premise of tourist development and includes evaluating the tourist resource, analyzing the tourist market, assaying the social and economic background of the region. The cultural theme of the tourist destination is then positioned according to the analysis of the three aspects mentioned above.2.Planning the destination image. The cultural theme is intensified through the planning of destination image which covers image designing, logo planning and image integration.3.Designing the cultural items of the tourist destination. Cultural items' designing is the core of destination cultural development. It means the process of digging cultural connotation of tourist resource under the cultural theme and turning them into tourist products.4.Marketing the tourist destination. The objects of tourist development won't be realized unless the tourist products are available and accepted by the consumers. So marketing is necessary when developing tourist destination.
