The rapid development of informational technology not only brought our state-owned enterprises with the opportunities for developing, but also put us in front of the serious challenges. In recent years our state government has taken high importance on the informationization, as a result the informationization in civil economy and enterprise has improved speedily. Among the large-size or middle-size state-owned enterprises, approximately 10% of those state-owned enterprises have realized better in informationization and application of the information, 70% of the enterprises have right methods for information, or are in progressing to the direction of enterprise-informationization. But in comparing with the developed countries, we still have great difference with them, it is obvious that after we stepped into WTO it is more urgent for demand of informationization. Today the competition is not of scale-economy but of speed-economy, only with the informationization the enterprise will be able respond quickly to the market and compete actively. In addition enterprise-informationization is the base for civil economy informationization, and the level of the enterprise- informationization development would create direct effect to the continuance and stability of civil economy development. Upon the above it is necessary to speed up the building of informationization for our state-owned enterprise; through enterprise-informationization the all-round reform to enterprise can be forced, the entire quality of enterprise can be improved higher, and finally the enterprise can strengthen its competition and win for its competing advantage.This article is written for the research and discussion on informationization strategy and implement method to our traditional and large-scale state-ownedenterprise--China Post. The China Post is the communication enterprisewhich is established and administrated directly by the state, and with three mainfunctions--information transmission, delivery of goods, and financecirculation; in today's society China Post is the public and basic facility for the activities such as politics, economy, culture, education, etc, and for people to communicate. The services by the post are the basic and popular, and shared bycommon people. But in long time the post has always been in the status of integration of government with enterprise, on one side the post is the administrative unit in administration industry, on another side it is the enterprise for the public in organizing the production and operation of the post, and providing services of the post. But when the market is in the competition of multi-mainbody, that kind of administration system can hardly provide an equal environment for competition. And that administration mode, which is result of the planning economy, is obviously in lower efficiency in today's flexible market, and will lag the market development, and the diversified and individuated demands by the consumers, and meantime it is caused that the enterprise's profit will be decreased. In the period when post unit and telecom unit were co-operated, the operation of the post had been only depending on the income of telecom. After post unit and telecom unit have been divided, it is sensed strongly by China Post that if no reform to itself the post will hardly develop in the new conditions. Depending on the present situation the aim of the article is to propose the development strategy to build China Post through enterprise informationization bt self advantage, and depending on its present basic conditions, to provide the viable theoretical analysis and implement method for informationization of post enterprises.In Part 1 and 2 of the article, the internal and external factors that China Post enterprises implement informationization are analyzed on the trend of global enterprise informationization and the successful experience of informationization of world post enterprises.
