This paper states the Hong Sheng Sysway (HS-Sysway) Company's strategy choices, strategy establishment and implement. It also states systematically about the controlling logic frame, process and ways. The analyses ways and tools mainly related with the tactic, tactic management and the theory associated with economy and management.Firstly, we analyze the whole environment, industry environment and competition environment. In the analysis of whole environment, we use PEST analytic method to analyze the macroeconomic environment (such as politics, law, economics, social culture, technique, and so on) faced by HS-Sysway Company. In the analysis of industry environment, we use Poter's five power models and particularly analyze the current competitors, potential entrants, substitutes, purchaser and providers, which are in the ERP industry that HS-Sysway is also in. In the analysis of competition environment, we make the general analysis for the main competitors against HS-Sysway, such as King Dee, UF soft, He Jia, Riama and Yi Fei. At the same time, we also analyze the chances that ERP acts as new industry, and conclude that the external environment chances faced by HS-Sysway exceed its threat, another result is that the aggressive economic attraction of ERP industry, which HS-Sysway is in, is comparative big.After that, we analyze the internal resources and capability of the HS-Sysway Company by radar chart and value chain etc. Then we analyze the advantage and disadvantage of the holding chances and cutting threaten, using the VRIO frame. The results are following- the main advantages for HS-Sysway are: its support for capital and tobacco market, iERP (developed independently) and differentiation, ERP's marketing capability, technique development capability, local costs and services etc.; the main disadvantages are: the strategy orientation is unclear and carried out weakly, low level management, persons with high ability are short of or missing, weak maturity and difference of products, short of core technology and capability etc.On that basis, we analyze the stakeholders and specify the task of the company; we use the SWOT analysis and large tactic matrix etc. and bring forward the basic strategy of the development that is the aggressive strategy. The key is'choosing market penetrate strategy (which means create customer transfer cost), product develop strategy (which means innovate product 's feature). The company level 's strategy is single dealing strategy (which bases on the ERP software' s innovation, produce, sale and service) andthe merger strategy (which means merge related small software firm and offset some technique and market shortcoming). The operation level's competition strategy is the differently central strategy (centralize on the machine and tobacco industry and realize the differentiation of products and services). The cooperation strategies are collusion strategy (which rely on the industry association etc.) and strategy alliance (which means all of them dive into R&D and develop new area). The paper also gives the general suggestion about the operation of the marketing strategy, innovation strategy and human resource strategy and the strategy controlling.
