This paper consists of case and case analysis.The case text introduces the background of Nanfang corporation's R&D center, and its ongoing stimulation reform. Nanfang is a big Telecommunication Equipment state-owned Co., Ltd. In recent years, its running is decaying and its products' competition ability is weakening constantly. In order to get rid of hardship, the corporation adjusted the key functional section-R&D, established the technicians' stimulation mechanism, strengthened the achievement management, reformed the income-distributing system, mobilized the technicians' enthusiasm to improve the R&D's performance. But the reform hasn't got expectant effect since one year ago: the R&D's performance doesn't look up; the products' quality is still just passable; andthe technicians' losing ratio is also increasing........The case analysis has four parts. First, the writer makes an analysis for the thought of the stimulation reform in the modern administration theories, and points out the goal is to improve the technicians' performance by the stimulation reform. Second, the writer makes an analysis for the performance appraisal to find out the root reason that the expectant effect wasn't explored. Third, analyzing the designation of the income distribution and point out the lacks of the actual scheme. The last part is a complement of the stimulus schema, and the writer suggests gradually perfecting the actual stimulation mechanism and establishing the learning mechanism to really mobilize the technicians' enthusiasm as references to administrators.
