Exploration On Optimizing The Use Of Income-related Indicators In Government Performance Appraisal

As an effective method and an important way to measure the effectiveness of government departments,performance appraisal has attracted great attention from theoretical and practical circles.The design and application of appraisal indicators are related to the effective implementation of the appraisal scheme,the accurate measurement of government departments performance,and have directive effect on government departments.Therefore,to a certain extent,the design and application of indicators is the key to the appraisal scheme.The 19th CPC National Congress put forward that socialism with Chinese characteristics has entered a new era,which is an era of "gradually realizing the common prosperity of all the people".At the same time,the report of the 19th CPC National Congress made arrangements for China's socialist modernization construction.From 2000 to 2035,China should achieve that "the people's livelihood is more prosperous,the proportion of middle-income groups has increased significantly,and the gap between urban and rural areas and the living standards gap of residents has been significantly narrowed",which means that improving people's lives and narrowing the gap between the rich and the poor have become the focus of the Party and the government.Therefore,this study explores the indicators system of government appraisal around income-related indicators.Firstly,this study explores the principles and methods of income-related indicators in a general sense,relies on various types of appraisal schemes,and combs and explains individual income indicators in a theoretical level;secondly,through the analysis of the practical application of income indicators in government appraial,this study discusses the rank and role of income indicators,and carries out a multi-system comparison based on the level,time and function.Thirdly,based on the data of Pearl River Delta,this study uses Rank-sum Ratio to explore the selection and application scheme of income indicators based on mathematical logic;and uses Principal Component Analysis to the whole region of Guangdong Province for re-examination,in order to achieve stride-across from part to whole.Adhering to the principle of combining norms and empirical orientation,comparative vision and local care,this study makes an empirical analysis of the guiding role of the income indicators scheme in government behavior,explores how income indicators affect government behavior,so as to provide more effective appraisal strategies for the government and promote the modernization of governance.
