A Probe Into The Problem Of Family Provision For The Aged In China At The Present Stage

It's inevitable that provision for the aged in china develops towards socialization. At the present stage,due to the fact that the number of family member,the concept of value,the relationship between the young generation and the old generation,and its own condition have changed,the functions of family provision for the aged are faced with challenges and getting weaker and weaker,however,being weaker is not equal to disappearance. As a matter of fact,there has ever been the co-existence relationship between family provision for the aged and social provision for the aged,however,their proportion is different in different historical stages. Therefore,the research on the problem of family provision for the aged in China at the present stage will be of theoretical and practical significance. I . The Understanding of Family Provision for the AgedThere has been dispute about the definition of family provision for the aged in the scholarly field,and there hasn't been an united concept about it. As for the understanding of family provision for the aged,here are three aspects as shown for us to understand:Family provision for the aged essentially refers to the means of provision for the aged mainly provided by family members;The basic characteristic of traditional family provision for the aged is combination of the offspring's providing the aged with resources and the aged's living out in retirement at home,the offspring's providing the aged with resources being content and the aged's living out in retirement at home being form,both of which may separate;"home" and "family" are two different concepts.Family provision for the aged has its own characteristics,and it is a special cultural model with stability,the core of which is the morality of blood relationship.There are both differences and links between family provision for the aged and social provision for the aged. There has ever been the co-existence relationship between them in history,however,their proportion is different in different historical stages. It needs to be explained that the distinction between basic means of provision for the aged is based on economic support.II. The Objective Necessity and Practical Feasibility of the Existence of Family Provision for the Aged in China at the Present StageThe experience of provision for the aged in foreign countries tell us:Since 1980s,there has been recall of family provision for the aged in the western society,appearing a strong conservative trend emphasizing on family value;In the course of industrialization and modernization,there is the choice for every country's social insurance system to decide its own form;The choice of means of provision for the aged in China should base on the actual conditions,and can't follow the western means blindly.It's objectively necessary for family provision for the aged to exist:It meets the demand from the basic conditions of our country;It meets the demand for improving our country's endowment insurance system;It meets the demand from the aged themselves.It's practically feasible for family provision for the aged to exist:Chinese People's ethic moral concept provides it with ideological basis;The support and encouragement from the government provides it with excellent objective conditions.III. The Challenges Family Provision for the Aged Is Faced WithAt present,on the one hand the resources for family provision for the aged are decreasing,on the other hand the need for resources for family provision for the aged is increasing. This contraction makes family provision for the aged be faced with serious tests and challenges. The decrease of resources for family provision for the aged is caused by dominant factors and recessive factors. Dominant factors are offspring number's decreasing and women's going out to work. Recessive factors are the change of offspring value and the trend towards paying importance to the young not the aged.
