The role, sort position and management system are expounded of foreign national scientific organigations. A thorough analysis is carried out with examples to our national institutes from the aspect of human resources states, personal management system and distribution system, and a detailed disscusion is given to the fostering of management personal for state capitral, the decision of institute leading group, the inpostance of effective capital operation and the methods fostering of capital management personnel. According to the institute characteristics, an invertigatio is lone to the fostering of management personnel and the grown-up warp of scientific researchers. A preliminary suggestion for the institute is proposed of the reforms of personnel and labour system, distribution system and the setup of perfect checkup, encouragement and pro system. Considering the currentstatus a certain institute, a preliminary reform scheme for personnel management and distribution system is set forth with its lighlight being all member contract system and post plus achievement system. A tentative suggestion for the development of institute human resources is put forward. If this is implemented the enterprise owner will become human resources, the traditional personnel management will change to the exploration and utiligation of human resources, and our origional management ways will merge with western management ways systematically to increase institute efficency.
