It has been proven that the representative characteristics of New High-Technology industry are its high-devotion,high-risk and high-income. Such New High-Technology enterprises can also be found in China. But data analyses show that,in general,existing New High-Technology enterprises have the characteristics of low-devotion,low-income,low-risk and low international competition competence. That is resulted from the low innovation competence of our New High-Technology enterprises.It has been broadly accepted that core competence is the source of competitive advantage. So the core competence theory becomes an important research field of modern management. It is found that contemporary researches focus mainly on the essence,formation,increase and practice of core competence,but little effort is devoted to the evaluation of core competence. Moreover,the applicability of scanty research is not satisfying. Furthermore,researches on the management and evaluation of core competence,especially that of New High-Technology enterprise,is rather weakness in China.After China entering the WTO,our New High-Technology enterprise is put into a new competition environment,and it has to face to new challenge and opportunity. As a result,cultivation,protection,practice and evolution of its core competence is being more and more important. This dissertation tries to establish a guideline system adequate for Chinese New High-Technology enterprise.The connotation,characteristics and effect of core competence in the development process of enterprise are analyzed;existing evaluation methods are also reviewed on its characteristics and limitation. A new evaluation method based on Balanced Score-Card for core competence of New High-Technology enterprise is proposed in this dissertation,a set of evaluation dimensionalities and guidelines are set up. Every evaluation dimensionality can be evaluated in the form of enterprise competition factor,performance index. And core competence can be evaluated according to all the evaluation dimensionalities.
