Knowledge economy is becoming the theme of economy development all over the world. Thus, it is an urgent and essential task as to how to cope with the historical and tidal current, how to exert adequately its potential advantages, how to explore the internal relation between knowledge economy and human resource development so as to better exploit the human resources and set up intensive management. The core of knowledge economy lies in talents, as well as the cultivation and exchange of them in a new manner and the identification and selection of them with totally new and all-round conceptions. The research should be done not only with an eye on the scientific research and technique development of talents, but also with a view to the management of them. Consequently, we must realize the following unification: the unification of knowledge and ability; the unification of knowledge and creativity; the unification of theory and practice.For quite a long time in our country, we tend to lack the sense of the capital of manpower, and ignore the development and exploitation of human resources. As a result, there has not been enough investment in human resources, and the quality of it has not been improved. 21st century is a new era with knowledge economy. From a strategic point of view, we should attach importance to the investment in manpower capital and strengthen the development and the exploitation of human resources. In our country, while the quantity of the human resources is large, its quality, as a whole, is rather low. The percentage of the laborer with knowledge is so small that it does not make an important headspring for economy development and form a supporting force to promote themodernization. Moreover, to some extent, it becomes a burden in the development. Therefore, it is becoming a pre-requisite strategic choice for modern China to quicken the step of the cultivation and the exploitation of human resources.This article, from the jumping-off point of the knowledge economy era, analyses and explores the problem of human resources under the condition of knowledge economy. And accordingly, it comes to the conclusion that human resources develops with the help and acceleration of knowledge economy and that it causes the adjustment of managerial strategy. Meanwhile, this article, from the angle of path dependency and theory creativity, analyses the frame and the structure of the strategic adjustment, and regarding knowledge economy as a core, digest all these theories with the analyze and analogy of the data and with the combination of western Multiplier theory.
