Since the OECD proposed " the knowledge-based economy " formally in 1997, the knowledge-based economy has become a hot question that our country and even the whole world study gradually. The appearance of the knowledge-based economy has changed the intension of traditional economic forms, such as agricultural economy, industrial economy, etc, makes the knowledge become the most important factor which supports a national economic growth. Theory and practice research indicates that the knowledge-based economy is based on the occupation disposition with intelligence resources, and relies mainly on the production, assignment, consume of science and technology knowledge, the quality and technical ability of the human resources are the preconditions of realizing the knowledge economy.At present, the knowledge-based economy has already begun to show inkling in the developed country, more than 50% of the gross domestic product of these countries is based on knowledge, now is still in the bud of the knowledge economy in our country. Under the knowledge-based economy condition, the production, propagating and shifting of the knowledge becomes the axis of the social structure in the future, human productive labor turn physical power into intelligence, which becomes the key resource of society This text is just the basis on the understanding of the importance to the human resources in the knowledge-based economy, in researching the inherent relationship between the knowledge-based economy and human resources development, through holding the development of the world's and ours knowledge-based economy and human resources state accurately, in order to put forward the innovative countermeasure of human resources development under the knowledge-based economy condition of our country.This text is divided into six parts altogether. First part is based on the macroscopically background of the knowledge-based economy, analyzes and researches the theory and realistic meaning of the innovation of human resources development under the knowledge-based economy condition , carry on research survey to relevant historical document, propose research purpose and research approach of this text.Second part, have defined the intension, characteristic of the human resources, human resources development, and has explained the train of thought of historical development of the manpower resources development thought and theoretical foundation in detail.The third part ,On the basis of the intension of knowledge-based economy, focusing on it from the angles of the economist to the discussion" the new theory of increasing ", the commutation of human resources and knowledge-based economy, the sustainable development theory, in order to hold the core of human resources development under the knowledge-based economy condition accurately.The fourth part, has analyzed the revolutionary changes taken place under knowledge-based economy condition of human resources development emphatically. In the knowledge-based economy society, the position of human resources development faces enormous changes and innovation in value, content and way.The fifth part, Combining of our country level and future demand for development ofknowledge-based economy, analyzes our country's current situation of human resources development, offering the realistic basis of the reform and innovation of human resources development of our country, it proposes to provide the innovative countermeasures of human resources development in our country.
