In the 21st century, mankind have entered a brand new era dominated by knowledge. The main decisive factors of a nation's economic competitiveness have changed from techniques and capital to the reinforcement of competitiveness of human resources which are not only the key factors to decide a nation's economic growth, but also the most valuable assets of an enterprise and the inside motive to drive the sustainable development of an enterprise. Under the circumstances of economic globalization and knowledge-based economy, The focus of competition between enterprises has turned to the competition of human resources. Therefore, the nation must create good and objective environment to back the competition and raise the public awareness of improving human resource quality. Competitiveness of enterprise human resources refers to competition ability based on the development, employment and management of enterprise human resources. A modern internationalizing enterprise must have new human resource development and management competition strategy to go with it and reestablish its own strategy in terms of creativity-typed and knowledge-typed staff.Human resource strategy is practically related to the whole economic development strategy. Especially, under the circumstances of knowledge-based economy, as the principal part of productivity, the status of workers have been raised to extremely high level. The design and arrangement of the reformation and adjustment of the relations between enterprises, the incentive system, management system and risk and investment system in capital market are all around how to encourage the enthusiasm, creativity, inventiveness of human resources and the employment and development of human resources. Therefore, the research on human resource competition strategy is of great significance for our nation to speed up the development of knowledge-based economy and make great strides and at the same time to narrow the gap between the western developed country and our country.The development of international economy has proved that humanresources are the primary factor of economic development. China is rich in human resources, but with low overall quality. And for a long time, China has been content with the advantage of large number of human resources and neglect the improvement of the quality so that the advantage of quantity has turned out to be the disadvantage of quality and the overall competitiveness of human resources is obviously low, which has become the neck of the bottle of quick economic development in the knowledge-based economy era. To guarantee the sustainable economic development, China must take into consideration human resources as the most important resources and take priority to develop and utilize them. China should also strengthen the education and training for human resources so as to adapt to the adjustment of industrial structure and the conversion of the intensive economic mode. Hence, the government and enterprises are faced with the same subject of how to enhance competitiveness of human resources.This paper makes use of Marxist dialectical materialism and historical materialism and absorb the essence of contemporary theory about western human resources to analyze, based on the combination of evidence analyses with norm researches, the success and failure of the developed countries on how to enhance the competitiveness of human resources, and also, to find out, from both the macro and micro perspectives of development, employment and arrangement of human resources, our approaches and strategies to the enhancement of competitiveness of human resources in this knowledge-based economy era in the 21st century.
