Corresponding to the situation the water transport capacity as the economical resource should be collocated according to the rule of the market.As a modern, omni-directional, general, international water transport enterprise, it generally has the function of water transport, - business service, export trade, commodity storage, coastal industry and information, finance, free duty and travel. Currently, most of water transport enterprises of our country are developing in the general direction. According to the situation and the economic ability of our country it is not the exact time to develop and group generally, thesuddenly expanding will certainly result a serious inter-consume and condition. Hence, the research of development strategy of WTC is not only an important task for shipping industry to design its operating developmental strategy, but it is also one of the most important researching subjects of our current water transport's theory and practice.This paper makes focus on the capacity problem of China's water transport.
