The Researches On High Technology Value Appraise

The competition in 21Century is high-technical one, which symbolize one country's comprehensive national power. While high-tech, which can't realize its own value by itself but needs the related power to push, can't exert its function before it is converted into pragmatic productive force. The assessing of the high-tech is the bridge of high-tech to productive force and the link of supplies and demands. The paper starts from the characters of high-tech and systematically studies the influencing factors on high-tech's value, explores the forming mechanism of the high-tech's value, constructs the framework of evaluating index system of high-technical value and the quantitative evaluating methods. The main contents of the paper is as follows:1. Based on the process of the high-tech's development as well as basic theory of economics, the paper elaborates the essential characteristics of the high-tech systematically, further analyzes the character of high-technical value which is high-risk, high-extrinsic value and, high-cost. This reveals the economic and technological character of high-tech.2. The paper studies all the influencing factors on high-tech evaluation, from three aspects as cost, return, and market. This is the first time to put forward the three value forms in the value construction of high-tech. In the process of analyzing return factor, for the fist time the quantitative approach is used to analyze the four stages of high-technical products' life cycle, and the four periods are demarcated.3. The paper suggests the principle, which should be followed in the evaluation of high-tech, establishes the systematical index system for assessing the high-tech, and designs a dynamic appraisal model of three dimensions creatively. The parameters are analyzed in detail, especially the measure method of RO is proposed, which is easy to handle.4. Three-dimensions converting mechanism of high-technical results is constructed from the outside objective conditions. The mechanism of supply, demand and guide are analyzed in detail.
