The current agricultural technology extension system at grass-roots level in our country came into being under planned economy and traditional management system. In the face of accelerating the reform and improving the socialist market economy system, a great deal of problems unfit to new situation that exist in system and mechanism appeared progressively. So, when agriculture and rural economy enter into a new stage, building a suitable agricultural technology extension system of grass-roots level is necessary.
