Therefore, as for the corporation who wants to build the high-technology parks, it is of real significance to research the exploration and operation of the high-technology parks.After ten-year exploration, Yinhe Group Company, as the enterprise of Shaanxi Power Company, after entirely analyzing the advantage and disadvantage, determines to build Yinhe science and technology industrial park, which is based on Xi'an High-tech Industrial Development Zone, and then to realize the industrialization, systematization, and internationalization of Yinhe Group Company.Firstly, the thesis collects all kinds of supporting theories on High-tech Industrial Development Zone and on how to build the Yinhe science and technology industrial park; secondly, the thesis consults a lot of materials and analyzes the interior and exterior environment and some other factors such as the power industry reform, Shaanxi engineering' compact, China's entry WTO and so on; thirdly, the thesis applies the power elastic index method to predict the development space of the power industry, so as to really master the demand space of innovation in the power industry and set up an industrial object and scheme; finally, the thesis, analyzing and comparing the practice of the high-technology parks, puts forward an operation strategy with the characteristics of Yinhe science and technology industrial park after the serious research on its operational system, service center, and incubator of the future Yinhe science and technology industrial park.
