Nowadays, one kind of brand-new business resources- the spirit resources of an enterprise - are regarded as the core and soul of the enterprise, contributing significantly to its optimization resources deployment, providing strong power to its development, and injecting fresh vigor into its growth. However, for quite a long time in the past, most of our entrepreneurs fail to realize the importance of the spirit resources to an enterprise, not to mention how to develop and utilize the precious resources, which directly leads to the loss of talents and waste of resources, especially in our state-owned enterprises. After being gradually aware of its importance, they just stop at creating corporate culture and designing corporate image while neglecting the most important factor-human resources. After exploring the human-oriented management theory and analyzing the current situation of enterprises at home and abroad using the spirit resources, the author puts forward some suggestions, expecting to be of some help for the solution of problems existing in the development and utilization of corporate spirit resources.Beginning with the latest idea of human-oriented management, the thesis introduces its connotation, its characteristics, its content and its operation, points out that the focus of human-oriented management is to cultivate and exploit the spirit resources of an enterprise. Having studied foreign management theories and ways of exploiting spirit resources, this article discusses the present situation about the development and utilization of the spirit resources of our enterprises, and analyzes the characteristics and the value of the spirit resources, the relationship of some particular work such as the establishment of corporate culture, the construction of mental civilization and the development of human resources in the today's enterprises of our country. Moreover, it points out that as our society enters into the era of knowledge economy, human-oriented management replaces material-oriented production management and becomes the dominant. The thought of human-oriented management not only lies in respecting and activating employees, but also lies in developing people and making benefits for people. "Human" becomes the vital factor of an enterprise competitiveness. Not taking the traditional research methodsof combining human-oriented management, human-resources management and human capital investment, this article discusses the development of the spirit resources of an enterprise systematically.Through the comparison of the present situation of development and exploitation of the spirit resources of enterprises at home and abroad, this article concludes that the development and exploitation of the spirit resources of an enterprise is a systematic engineering, including eight parts. They are behavior-regulating engineering, self-ruling engineering of leaders, benefit-driving engineering, spiritual appearance engineering, employees' cultivation engineering, corporate image engineering, corporate cohesion engineering, and corporate creativity engineering. Through their coordination and cooperation, an enterprise can achieve the goal of highly unifying its vigor and cohesion by constructing three-dimension framework composed of efficient cultivation, reasonable use and scientific management to develop its spirit resources. When constructing the development and utilization of spirit resources, this article speaks boldly from the constitution of Anshan Steel Corporation, absorbs the experience of foreign enterprises developing and exploiting their spirit resources, and on the basis of our better-developed enterprises, it puts forward some methods such as designing mechanic system, optimizing managerial force, promoting innovation, managing by ethics and reaching mental agreement.
