It is obvious that, since the reform and opening up policy has been implemented in China for over 20 years, the socialistic market economy system has been established and improved gradually, which resulted in rapid development of high and new technology industries, popularization of interconnection network, and extensively application of information technology, and the fasten proceeding for global integration of economy as well. Thus, it would be expected that competition between enterprises will be even more severe since China's entrance into WTO. In such circumstance, if an enterprise wants to stand firm in the market competition, in other words, the viability of one enterprise, would be more and more depending upon not only its personnel's quality but also the quantity and quality of persons with ability that it possesses. So, the main works that the enterprise's managers of high level need to do urgently, and which would also be one strategy task for the enterprise management development, would be speeding up the development and management of enterprises' human resources, enhancing the whole quality of enterprise's personnel, and bringing up a number of qualified persons in operation management, various kinds of technical staff and large numbers of skilled workers as well.The article involved the exploration on development and management of human resources, which is illustrated and discussed with Maoming Petochemical Corp. (MPCC) as an example. The whole article is divided into 5 parts. Firstly, the definition of human resources, its intension andcharacteristics, purpose for its development and management and also its influences on national economic development etc., are described briefly. Secondly, the cases of American and Japan on management of enterprises' human resources are discussed for the sake of borrowing advanced experiences from other countries. The third section will give a brief introduction of MPCC, along with analysis of its strategic location and challenges that may be met with. In the fourth section, actual status of MPCC on development and management of human resources is analyzed, and questions and causes are pointed out. Last, combined with the actual circumstances, specific countermeasures are provided, aiming at questions occurred during the development and management on MPCC's human resources.
