The study focused on the generic model of logistics capabilities in firms,strategic factors and economic factors in logistics outsourcing decision-making on the basis of the previous research about decision-making model of logistics outsourcing. On this condition,we put forward a two-phases quantitative decision-making frame about logistics outsourcing in firms.The study employed both questionnaire survey and case studies,thereinto,employees from eighty-eight companies participated in questionnaire survey. Data obtained from questionnaire survey was processed by statistical analysis,and it largely supported author's theoretics assumes.The main results were showed as follows:1. The decision-making process of logistics outsourcing took on the characters of stages,and different stages had diverse characters and decision-making variables.In general,this process could be separated into two stages,two steps.The first stage was to analyze logistics capabilities in firms,and the second stage included two steps:decision-making of strategic factors,decision-making of economic factors.2.Logistics capabilities could be separated into customer-focused capabilities and information-focused capabilities.The base of logistics outsourcing decision-making was analyses of logistics capabilities.When firms recognised a gap in logistics capabilities,they were inclined to outsource their logistics operation.3.When firms made a decision on logistics outsourcing,they first considered the strategic effects on firms. The key for we to judge the strategic significance of logistics operation was to see about whether the logistics operation was the core competence of the firms or not.4.There were many economic factors that influenced decision-making model of logistics outsourcing.Resumptively,they could be separated into five kinds:administrant cost,the level of customer services,transaction cost,professional technologies,direct cost for logistics.5. Transaction cost was a significant factor in logistics outsourcing decision-making.
