The characteristics of R&D work have made it an urgent necessity for managers of modern enterprises to establish a scientific and effective modern human resources management system. One of the most practical means in human resources management has been the method of performance appraisal. Based on the theory of performance appraisal, the paper gives a detailed analysis of what has been doing now by the Research Institute of MaoMing Petrochemical Corp. in appraising its R&D staff s performance, and puts Forward a new proposal to appraise performance of R&D staff..The paper consists of four parts. The first part deals briefly with the basic theory of performance appraisal. The second part describes ten key methods of performance appraisal. The third part analyses in full detail the status quo of R&D staff appraisal in the above-mentioned research institute. Taking the needs of enterprise management into account, the final part designs a new system for performance appraisal of R&D staff.Based on the research in the theory of performance appraisal, the paper has designed a new appraisal system of R&D staff in the research institute, integrating the needs of management system. To some extent, this paper has both theoretical and practical significance to the establishment of modern human resources management system that is being carried out currently in the research institute.
