Research On Quality Evaluating And Decision-Making Method Of Implementation Process Of R&D Projects

Management of R&D project is to take all kinds of measures to ensure optimization of object, organization, quality, cost and time of R&D projects, with limited resources. In terms of implementation stage, Management of R&D projects is classified as establishment of R&D projects, implementation of R&D projects, check and acceptance of R&D project. Traditional R&D project managing pattern has resulted in an unbalanced situation, in which too much importance is attached to the application for establishment of an R&D project at the beginning and to the award for its success at the ending, while little attention is given to its implementation sector at the middle. In view of implementation of R&D projects, we have studied quality evaluation and decision-making method of implementation process of R&D project in order to adapt adjusting project object, with effective supervision and control, to changes of external circumstances. Quality of implementation process of R&D projects includes accomplishment schedule and quality, prospect and efficiency in future research, adaptability to external economic social circumstances. We have investigated 48 R&D projects of different actualizing results by retrospective research. Among them, 15 accomplished, 20 adjusted, 13 terminated. With the result of the investigation concerning affecting factors of implementation process quality of R&D project and consultation from experts, the evaluating index system of R&D project implementation process quality is established. On 18 experts' advice, the weights of all indexes are put up by AHP. After that, a model of R&D project implementation process quality evaluation is established. And the index systemand evaluation model were modified in further demonstration research. It's advisable to adjust or terminate plans for some R&D projects with bad quality of implementation process. Based on literature review, actualizing conditions of 48 R&D projects have been analyzed; decision-making index system is established, which includes research design, personal, outlay, material & information, and market compatibility; and a corresponding model is established with statistical analysis. In the analysis of the 48 R&D projects with the model, 95.83 percent of them have been given the right judgment, including all the terminated ones. It shows that the model is effective. And it would be more effective if combined with inquisition of actualizing conditions.
