Focused on the misunderstanding of the learning organization and based on re-defining of relative conceptions, this article analyzes the essence of the learning organization and points out the basic strategies of creating the learning organization.This article can be divided into five parts. The first part is a preface, which introduces the studies on the theories and the practices of the learning organization. In this part, we point out the existing questions of the practices on the learning organization. Based on re-defining of relative conceptions, the second part analyzes the essence of the learning organization. The third part points out the principles of creating the learning organization. The fourth part clearly replies the question of "How to create learning enterprises at the beginning?" and points out the practicing strategies on creating learning enterprises based on the former part. The fifth part puts forward the criterions to evaluate whether our practicing ways of creating learning enterprises meet the trend. In the last part, the article poses the shortcomings and prospects the study on this field.According to the study, the article makes the conclusion that the essence of creating learning enterprises is to drive the learning circulation. And the process of creating learning enterprises should follow: "starting from the tiny change", " focusing on developing factors and paying more attention to restrictive factors" and "driving the learning circulation". Finally, the practicing ways of creating learning enterprises may be appraised by the criterions of individual achievements, strengthening the relationships among the people who want to create the learning enterprises and improving the organization's performance.
