The issue of " three agricultures" concentrates on the problem of farming incomes. Because of the continuous falling of faming income increase for several years, the low state of farming income is gradually becoming the "bottleneck" of development of Chinese economy, the hidden trouble of social instability and the primary causes of low effective demands .This paper analyzes the low state of the farming income and the causes of it and puts forward some instructive measures and strategies needed to take based on the economic and sociological theories .This paper consists of five chapters. Chapter 1 brings up the present low condition of farmers' income , proceeding to make analysis, and points out the importance of increasing farming income. Chapter 2 discusses the issue of farming income from nonagricultural transfer and the urbanization of village, mainly from township business, flowing of labor force and urbanization of village. Chapter 3 is primarily from the adjustment of agricultural structure to increase farmers' income. Firstly talking about the important influences of adjustment of agricultural structure on faming income, Secondly discussing the present condition of agricultural construction and the drawbacks existing, Finally discussing the direction of the agricultural structure adjustment. Chapter 4 is mainly from the public financial support for agriculture, farmers' qualities and alleviating the farmers' loads to discuss the issue of farming income. At last this paper is from the creation of agricultural systems to debate this issue. It is mainly from the insurance systems for the aged, land contracting systems, administrative systems, rural financial systems, and creation of rural organizational systems to discuss this issue..
