Since 1980's, the rapid development of science technology, especially that of information technology have made knowledge plays a more and more important role in propelling social advance and economic growth as an independent production factor, and the knowledge-based economy starts to thrive. As the inevitable choice of enterprises to adapt to the knowledge-based economy development, Knowledge management is a process of creating value for enterprises confronting the increasingly complicate changes of environment by taking advantage of collective intelligence to reinforce the ability of learning, contingency and innovation, which requires enterprises to apply various means, including organizing, culture, process, technique, strategy, and to establish the knowledge-respecting and talents-respecting culture environment gradually which will promote knowledge accumulation, share, diversion, and improve the inner and outer application of knowledge network. The valid knowledge management not only consists of the talented employees, and a fit of software system, but also requests the leader to take knowledge share and knowledge creation as a prop to win the competence advantage, and set up a efficient organization structure as the operating carrier. The traditional organization structure should be reformed because its inherent procedure, centralization, and closing which restrains knowledge management operation.
