With the rapid development of the economic globalization and information technology, and the enlargement of the scope of the obtainment of production materials and the sales of products, great changes are taking place in the fields of social production, circulation of cargoes, exchange of commodities and the method of their management. Correspondingly, the modern logistics, which is regarded commonly as the 3r source of profit besides the control on cost and improvement on productivity, has been emerging widely all over the world.Generally, the modern logistics can be referred to the whole process linking the raw materials to final products and the related information during the whole process. It combines all the information regarding transportation, warehousing, loading/unloading, processing, packing and so on. The complete chain of supplication provides the customers with multi-purpose and integrated services.The modern logistics in China is still in the beginning stage and is lagging largely behind the modern countries. However, the market has big potential and good prosperity. The statistics show that in 2000, the cost of logistics in the U.S. made up 9.5% of the GDP while in China it made up of 15% to 20%. China's GDP in 2000 was RMB 8,900 billion. The cost of logistics would be RMB 1,335 billion if 15% was used. It shows that the market potential is very big. Therefore, the speeding up of the development of modern logistics will play a very important role in optimizing the deployment of resources, adjusting the economic structure, improving the investment environment, raising the nation's overall strength and the enterprises' competitiveness, improving the quality and efficiency of economic activities and accelerating the change of economic system and way of economic growth.Dalian Export Processing Zone was set up on 27 April 2000 with the approval of the State Council. It is one of the 15 national pilot EPZ projects and is the only one in Northeastern China. Currently more than 30 manufacturers and 1 logistics company have commenced operations in the zone. Combining the Dalian EPZ's actual situationand master plan, the report makes analysis on the development of EPZ logistics system. Hope that it could be useful for the construction of EPZ's logistics system.
