The globalization of world economy and Chinese entering WTO, "go out" strategy in Chinese international engineering enterprise, more freedom of dealing with foreign countries, there is a unprecedented opportunity to our international construction enterprises. But the globalization of world economy and WTO is like a sword with two blades, they give the contractors challenges with greater risk when they give them opportunities. Moreover, international construction is a business full of risk.Because of late development of our international construction and indifferent risk consciousness, management of engineering risk is a new thing, there are inadequate research and application to the theory of engineering risk, which restrict and hinder the development of international operation. Theory Innovation of risk analysis technology in international engineering risk management theory is to be made to consummate theory of risk management, improve the level of risk management, increase the competition power of our international engineering enterprise, receive the opportunities and challenges at present.Firstly, from the angle of contractors this paper analyzes the special complexities of international project, method of radiation tree and method of decomposing chain are integrated into the method of dependence tree, which is applied to analyze the affecting factors in uncertainties in international project, then establish the extension identification model of claims risk in international project with familiar claims incidents in international project.Secondly, method of extension evaluation is innovatively applied to establish the evaluation model of the bottom risk factors, extension synthesis model and extension identification model of every level risk. At the same time, AHP is applied to portray the relative weight of the risks of every level and the computing process. Then the methods and the models are applied to the international project----DD tunnel in Zimbabwe, which testify the feasibility of the methods and models established above.In the end, this paper analyzes the different risks in the international project contracting between the contractors and owners according to FIDIC contract. It brings forward the normal methods of the risk controlling and defending in the international project contract and the risks controlling strategies of the contractors. In the face ofvarieties of risks, contractors can defend in many ways, but the most efficient and essential way is that contractors must be good at construction claims.
