The thesis proceeds from the practice and bases on the macroscopic environment of the whole communication industry's development. It generally analyses the diversified problems that Chengdu Telecom is now facing among the fierce market competition. It also investigates and lucubrates the market opportunities and challenges. In my opinion, to keep the apparent advantage in the fierce market competition for long, we must insist the humanistic management theory and always put people at first place. The greatest value of this dissertation just lies in that it clearly puts forward the idea of "to set up the scientific talents appraising system and try to realize the maximization of person's value" , and thus it can make our enterprises really accomplish "bringing each one's ability into full play". It has carried on very detailed expatiation and demonstration to elaborate the idea from two aspects of both the theory and the practice. The idea comes from the practice and it also returns to the practice.The thesis deepens the discussion of the modern humanistic management theory, especially the in-depth analysis of "the maximization of person's value" which from both the management and philosophy aspects to illuminate the important function of manpower resources management in the enterprises' development. This thesis has probed into the 'person's value' , regards the value is consists of two parts: the value as main body or entity and the value as tool or carrier. It puts forward and expounds the viewpoint that "the value of person should be united organically by its two parts" and "Maximizing the value of person is the objective rule of enterprise's development". It used the materialistic and dialectics method to analyses and summarize the enterprise evolution under the driving of "the Utilitarian Principle", and pointed out the objective rule of enterprise development about "self-regarding-achieve self-regard by means of altruism-achieve the union of the self-regard and altruism". It emphasizes enterprise should put person at first place and set up the scientific talent appraise system to realize "the maximization of person's value". It also combines the actual practice, basing on the investigation and analysis of the human resources situation in the state-owned enterprises of Sichuan Province , points out many existingproblems in the human resources development and management, puts emphasis on the necessity of setting up the scientific talent appraising system to realize "the maximization of person's value".The thesis independently puts forwards that to improve the key competitiveness of the state-owned enterprises, we should firstly depend on talents, secondly depend on system regulations and thirdly depend on innovation. In the three, talents is the base , system regulations is the guarantee , the innovation is the vigor and headspring. Talents is always the primary one, both the system regulations and the innovation work for it. Only when the three parts combines closely and complements each other collectively, it then can give full play to talents' inherent potentials and make greater contributions for the development of enterprises. In the modern humanistic management, the person is always at the first place, the key of enterprises is persons and the key competitiveness is persons. To appoint the right person to the right place needs knowing the person very well, so the talent assessment is just the prerequisite and foundation of the human resources management. To set up the scientific talent appraising system and then realize "the maximization of person's value" is exactly the key to improving the key competitiveness of state-owned enterprises.During the process of discussing the theme, it put emphasis on the importance of the management innovation. The service theories of "to improve customer satisfaction" and "to strengthen VIP business" which suggested from the article are suitable for most state-owned enterprises in the whole communication fields and have very good practical meanings.This ar...
