The study of insurance is one of the most vulnerable spots in modern China economic history research. The available achievements mostly systemize the thread of insurance history and clarify some historical facts. There are few papers that concentrate on examining the insurance from an angle. The author tries her best to break through this limitation. The thesis is specific for the roles of government actions in the development of national insurance to probe further into the way of its development.Three parts as introduction, text and conclusion compose this thesis. The text is divided into three chapters.The introduction briefly reviews and summarizes the historical and present research of the insurance history, the concerning conceptions, the object and sense of this issue.Chapter One: history of the development of modern national insurance. The author goes into the development of Shanghai' s national insurance from 1927 to 1937 in particular. The increasing number of companies and the improving quality of management are features of its rapid development. Insurance enterprises take on a mew look as banks invest insurance; insurance has features of strong nationalism, patriotism and modernism.Chapter Two: the government actions and enterprises' reactions. The author presents , that the government actions such as the internal-external circumstances guaranteeing, thought and public opinion guiding, laws and regulations pledging; state investing, initiating state-owned enterprises, restricting foreign enterprises,protecting national enterprises and so on play an important pole in this high-speed development. At the same time, the author points out that the reactions give impetus to the government when she makes policy.Chapter Three: a brief analysis of the defects of government actions. The author elaborates the representations and the passive influences of these defects. National enterprises are not equal to foreign enterprises in the speed of development because the situation at home and abroad is not good: no sovereignty, no healthy market. With the development of insurance, national enterprises hope to obtain more supports from state, but the government only makes them disappointed and, moreover the defects of government actions get more and more transparent. State and enterprise produce contradictions and conflicts, which exert a negative influence to the development of insurance and the stability of society.In the end, the author draws a conclusion that if the enterprises want to get big development, the state must have sovereignty and provide good conditions for enterprises, enterprises themselves should strengthen their initiative, utilize and create conditions, improve their management, conduct more propaganda, accept macro-control. Government and enterprises cooperate with each other intimately. Only by all circles' cooperation, can enterprises go on smoothly.
