The Adjustments Of American Concept Of Security After "Sept 11" Event And Its Influences On International Relations

The "Sept 11" event has shocked the international society and influenced international relations greatly. Consequently great changes have taken place in people' s concept of security in U.S. After the "Sept 11" event , the concept of security in U.S has been adjusted, which influenced international relations profoundly. The article discusses it in three parts.Part one discusses the features of the "Sept 11" event and the reflections on concept of security it triggered; Different from the other international terrorism activities, the "Sept 11" event has distinctive features of its own.. With flexible means of committing crime and enormously destructive effect, it terrified people greatly. By aiming at the territory of U.S and striking its politically and economically symbolic buildings, "Sept 11" has made great impacts on international relations. Especially the U.S has made enormous adjustments on its concept of security after "Sept 11" event.Part two is the main part of the article .It expounds the adjustments of concept of security in U.S. In this part, it discusses the concept of security and the theories of U.S before "Sept 11" event which were the isolationism and realism. After the event ,adjustments have been taken on the concept of security in U.S: International terrorism has become the first striking target of U.S foreign policy; American territorial security goes first and seeking for "absolute security" ; the security strategy has changed from "containment and deterrent policy" into "striking actively and firstly"; and its geopolitical security strategy emphasized on Asian Pacific area .Part three discusses influences made by the adjustments of concept of security in U.S on international relations. The adjustments of American concept of security has influenced international relations greatly: it impacted international law and its main principles and threatened the sovereignty of some nations; the prospect of international new order is worrying; world peace and security are threatened; With territorial security being threatened and military pressure being enhanced, China is also facing great challenges. At the end of the article, some steps and countermeasures are offered to face the challenges.
