Reasearch On Security Strategies In Large Event Of Beijing

With rapid development of social economy and diversity of culture life in recent years,more and more large events were held in China. On one hand, large events could both enrichpeople’s cultural and recreational life, and promote economic development; on the other hand,large events with potential huge safe risk exert more pressure on city managers.Taking Beijing as example, this article selects some typical organization andmanagement of large events which happened in recent years, and probes into the reasons,effects, mechanism and rule of related large events; Employing the methods of literaturereview, interviewing and social investigation, this article figures that public, management, andenvironmental are the main factors; Based on the factors, this article built a managementindicator system of large event security and initially explored a quantitative managementmethod as reference to the index system; Therefore, we built a large events securityoptimization scheme based on risk situation analysis and index system framework.Based on practical experiences, case studies and theoretical construction, meanwhileconsidering the three core factors (public, administration and environmental), this articlepresented five core aspects of Beijing large events security measures, such as safety culture,safety law, safety responsibilities, safety technology and safety investment. For the three corefactors, the government should create safety culture, law, technology and security system. Themain suggestions are as follows:Firstly, for the public, the government should strengthen science education to increasepublic safety awareness and residents’ civilized etiquette on participation in large events;strengthen legal education to increase public self-protection and law-abiding awareness.Secondly, for the management, the government should clarify the relationship between eventorganizers, event undertaker and event managers from institutional point to make up systemvulnerabilities and missing; furthermore, the government should strengthen the relatedscience and technology investment, to ensure timeliness and completeness of regulatorymonitoring and put to good use of technology systems; most importantly, to enhance thetraining of service personnel management as commander and guider, whose capacitydetermine event security and service quality.Thirdly, for the environment, the government should further refine temporary buildings,workplace safety design standards of large events, strengthen supervision, and clear theresponsibilities, rights and obligations of organizers of large event; meanwhile, should befurther to study coordinate linkage mechanism of relevant administrative department sin largeevents, including transportation departments, meteorological department, police authorities,and department of health; should carry out further research about weather conditions activities,events performances content, audiences, and participating personnel, etc, which probablyresult in accident, in order to control the accident in the bud stage.
