The operating condition of the state-owned enterprises in 2000 turning for the better in all aspects, depended on the mighty policy factor, for example, the debt turning to stock, the interest rates of loan cutting down, and the export tax refunding etc.. Despite the most of the state-owned enterprises had basically got the first class degree object that took off the trap, but to really adapt the market oriented economy, thoroughly convert operating mechanism, still had a long road to walk.This case pointed out the deep self-contradict of the state-owned enterprises on the each level of operating mechanism and management style by statement of ZM group develop process. Discussed the ZM group development direction by using the basic theories and methods of enterprise strategic management, by making and executing the actual development strategy of ZM group, found out the right road of the enterprise development, and provided lessons for the state-owned enterprises of the same kind.
