The Government Behavior Research On Sustainable Development Of Chinese Big And Medium-sized City

In our country the city is the important unit of administrative divisions and the center of regional economic activities. The level of urban economic and social development is of vital importance to the development level of our country. The urban sustainable development occupies an important place in the national sustainable development.Big and medium-sized city have many advantages in sustainable development, such as history tradition, geographical position, etc. they have stronger condense power, faster development speed, higher profit. In addition, they accord with the economic regular that optimum distribution of resources. Big and medium-sized city are the policy, economy, business and information center of region, they are also the concentration place of regional infrastructure and public service facilities. Big and medium-sized city have important effect on regional economic development, they play a command, coordinate, control and exemplary role in the regional sustainable development. Thus, big and medium-sized city are very important to the improvement of whole national economic pattern, the sustainable development of big and medium-sized city are very important to Chinese city system's sustainable development. But now the big and medium-sized city are given too heavy responsibilities, which result in many problems, such as lack of water, traffic accident, waste gas, etc. Cities changed into machines operating of high speed, the city life cannot satisfy the people's expectations. So we must consider the urban sustainable development.The present situation and future tendency of economy, society, environment, resources and many other kinds of factors influence the urban sustainable development. These factors have indeterminacy and the relationship between them is too complicated, so the urban government is the first force to push urban sustainable development forward. This paper analyses several major questions torealize Chinese urban sustainable development, expounds principal functions of urban government. In this paper, a BP neuron model theory is introduced to evaluate satisfaction degree of urban sustainable development through MATLAB, which could serve for urban sustainable development strategy decision. In the part of last chapter, evaluates the sustainable development condition of NingBo city quantitatively and puts forward the mutuality countermeasures and suggestions based on the comprehensive assessment.
