On Theory And Practice Of Regional Urban System Planning

For a long time, macroeconomic control is insisted in urban system planning by China's government, who arranges and distributes all kinds of elements by plans from top to bottom, but it ignored using market economy methods. It's difficult to adapt actual requirement about system shunt from planned economy to market economy. It is conducive to perfect analysis and appraisement of planning policy that importing economic theory and method into urban system planning. Based on fundamental theories of urban system planning, the paper studies Jiangsu province as a case and tries to discuss reasonable way of regional urban system planning by economic analysis.The first chapter presents the key issues of research and expounds research background and significance, and it also overviews research situation home and abroad. What's more, it introduces research approach, research method as well as possible creativity and shortage.The second chapter defines basic conception of urban system planning firstly. Then it introduces central geography theory, growth pole nuclear theory, gradient lapse theory, economic base theory, and so on. Finally, it makes a selective analysis on relationship between urban system planning and sustainable development theory.The third chapter discusses application of some economic theories in urban system planning. The theories include scale economy theory, agglomeration effects theory, comparative advantage theory and externalities theory.The fourth chapter firstly analyses development history of urban system in Jiangsu province from three stages. The first stage is a time before our country's establishment, the second is from the establishment to reform and open, the third is since reform and open. Then, it analyses actuality of Jiangsu province's urban system development in detail from four aspects, which are size rank structure, region space structure, function structure and network system structure. It also analyses main features and problems of urban system scale in Jiangsu province.The fifth chapter analyses development condition from aspects of population, resources, environment and social economy.The sixth chapter makes an economic analysis on urban system planning in Jiangsu province. Firstly, comprehensive evaluation model is used to appraise 58 counties of Jiangsu province, which gets aggregative index value of these counties. The whole province is divided into Nanjing urban economic region, Suxichang urban economic region, Tongyang urban economic region and Xuzhou urban economic region by the order of aggregative index value, which breaks through limitation of administrative division. Then, correlation index and regression model are used to forecast population scale, urban quantity and urbanization in Jiangsu province.The seventh chapter puts forward sustainable urban system planning program and countenneasure suggestion in Jiangsu province.The eighth chapter sums up the paper, and discussion is given. It is thought that action of market mechanism becomes increasingly remarkable in urban resources distribution with the process from planned economy mechanism to market economy mechanism, and economic theories and methods will be more widely used in urban system planning.
