Under the background of economic globalization and regional integration,the construction of new urbanization of China has entered an accelerated phase.Urban agglomeration,as the main space carrier of new urbanization construction,has become an important pillar of regional economic development.The coordination of urban agglomeration internal development will directly affect the flow of urban production factors.The study on the scale and functional structure of urban agglomeration will contribute to stable development of new urbanization in Shandong Peninsula urban agglomeration.This paper studies Shandong Peninsula urban agglomeration from two aspects of urban system-urban scale structure and urban functional structure in many aspects.By reviewing the relevant studies from home and aboard,the theoretical basis and research methods of the paper are clarified.Firstly,using the index of primacy,the rule of rank-scale and the Gini coefficient of cities,this paper selects the resident population data of Shandong Peninsula urban agglomeration at county level and above from 1996 to 2017,and makes a comparative analysis with Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta urban agglomerations,so as to explore the present situation and characteristics of the scale structure of Shandong Peninsula urban agglomeration.Secondly,based on the data of employment and GDP of Shandong Peninsula urban agglomeration at the end of the year 2017,using the index of urban functional difference,location entropy,improved gravity model and Nelson statistical analysis method,this paper separately studies the overall situation of urban functional structure,basic functional structure,the strength of inter-departmental linkages between urban functional departments,and urban specialized functional departments.And by comparing Shandong Peninsula Urban Agglomeration with Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta Urban Agglomeration,this paper comprehensively studies the current situation and deficiencies of the functional structure of Shandong Peninsula urban agglomeration.The research finds that the distribution of urban quantity and grade of Shandong Peninsula urban agglomeration is unbalanced,showing the spindle type overall and the number of medium-sized cities is relatively large,the number of large-scale and small-scale cities is relatively small.The Shandong Peninsula urban agglomeration has a dual-core structure and the scale of Jinan-Qingdao is similar.But compared with the core cities of the three major urban agglomerations,the scale of the city is relatively small,and the driving force of the core cities to the surrounding cities needs to be further enhanced.Generally speaking,the urban scale has a low concentration.The high-ranking cities are not prominent,and the middle-ranking cities arerelatively well developed.From the perspective of the urban agglomeration,the overall gap in urban scale is small,showing a weak growth trend in recent years.The functional structure of Shandong Peninsula urban agglomeration is on the low side.Compared with the three metropolitan agglomerations,Shandong Peninsula urban agglomeration has a comparative advantage only in energy production and exploitation,while its functional departments,especially in the tertiary industries such as transportation,commerce and financial real estate,have a general development.Compared with other three urban agglomerations,not only the scale of basic functions is smaller,but also the level of basic functional structure of urban agglomerations is relatively lower.The spatial distribution of basic functional departments in 17 major cities is relatively unbalanced.Energy production and exploitation are mainly distributed in the central and southern part of the urban agglomeration.Manufacturing and transportation are mainly distributed in the eastern part of the urban agglomeration,while other functional departments are mostly distributed in a decentralized manner.The strength of the basic functions of major cities is increasing,and the spatial change pattern between the center and the periphery is obvious.The total strength of the functions of cities decreases from the higher central cities to the periphery in a circle-like manner.Compared with the three urban agglomerations,the Shandong Peninsula urban agglomeration has the least number of specialized functions,mainly the secondary industry functional departments,the development level of the tertiary industry functional departments needs to be improved,and the overall level of functional structure is relatively low.According to the research results,17 major cities are divided into four types according to their level of development of economic and urban specialized functional departments: comprehensive I(Jinan,Qingdao),comprehensive II(Dezhou,Liaocheng,Heze),professional I(Zaozhuang,Dongying,Jining)and professional II(Zibo,Yantai,Weifang,Taian,Weihai,Laiwu,Linyi,Rizhao,Binzhou).Based on the problems that found in the study of the scale and function structure of Shandong Peninsula urban agglomeration,the following four suggestions are put forward.Firstly,strengthen the driving capacity of the core cities Jinan-Qingdao to the surrounding cities and build other regional central cities.Secondly,implement the development strategy of industrial cluster and promote the optimization and upgrading of urban functional structure.Thirdly,take innovation as the engine to achieve the orderly conversion of the new and old kinetic energy in Shandong Peninsula urban agglomeration.Finally,improve the comprehensive transportation network,so as to provide conditions for deepening regional division of labor and cooperation.
