Performance management system designing is the precondition and core of setting up human resource management system of modem enterprises. How to design and set up a performance management system, which is scientific and suitable to China and meet to the requirement of tactic development for the enterprises, is a completely new and important task to the enterprises in China, especially for state-owned enterprise. In this paper, a new performance management system is design from the essential theory of performance management, according to the evaluation and analysis on the original performance examination system of BZ company.In the first part, we expatiate and study the significance, meaning, objective, importance, content of performance management, the relationship between the performance management and the organization strategy, and roles of performance management in human resource management . At the same time, we assess the crucial factors and general problems in performance management, which compose the theoretical foundation of performance management system design. In the second part, we particularly analyze the original performance examination system of BZ company and present the problem. In the third part, PM organization evaluation system is applied to diagnose the situation of BZ company. Then we adjust its organization, and redesign the performance management system aiming at its problem of original performance examination system, by means of theoreticalanalysis and practical experience. A more reasonable performance management system is set up. In the last part, the actualization of new performance management system is evaluated and summarized according to investigation, measurement and examination in practice. Finally, we present suggestions about actualization of the new performance management system in the future.
