Performance management system designing is the precondition and core of setting up human resource management system of modern enterprises. How to design and set up a performance system, which is scientific and suitable to China and meets the requirement of tactic development for the enterprises, is a completely new and important task to the enterprises in China, especially for the state-owned enterprises.Most theories and methods focus on establishing performance management system at employment level while much less on this topic at department level. From the view of organization, enterprises pay more attention to performance of department. So this paper emphasizes on the establishment of department performance management considering its importance. It provides a solution to department evaluation management by combining the strategy of Sichuan XH Property Management Company and systematic work with basic theories. Some innovation, which is based on the Balance Score Card theory, is used in the performance object designing. What's more, the fuzzy mathematical theory and gray system theory are used to evaluate index in evaluating process, which aims at more reasonable, scientific and satisfactory results in practical application.The paper consists of 4 parts.The first part is about the theory of performance and performance management. Some theory and methods applied in the system designing are concerned. These are the foundation of the establishment of department performance management.The second part is the historical and current situations of XH Company. The problem analysis of the organization structure, human resource management and performance management will make the designing more practical.The third part is the department performance management designing on the base of the combination of theory and actual situation of XH Company.The last part is the operation evaluation of the system and analyzing existing problems to guild the future work.
