Research On Construction Price Foundation And Price Pattern In China

Nowadays, China's engineering price management is experiencing profound changes from planned economy to market economy, and the focus is the reformation of construction price foundation and price pattern. By reviewing the history of construction price foundation and price pattern, this paper analyzes the advantages and disadvantages of actual price foundation and price pattern, puts forward the reformation necessity. On the basis of referencing the universal price foundations and price patterns in international, this paper brings forward three sorts of possible reformation plans. By comparing and analyzing, this paper gives the proper pattern, controlling quantity, guiding price and competing fee, for the current situation of our country, which is put forward by construction ministry in the beginning of 1990s. After putting forward the reformation object and reformation thought, this paper brings forward a set of reformation measurements, which is fit for the current situation of our country, meeting for the requirement of market economy system reformation and international tradition, and which can come into operation in practice.This paper brings forward many reformation measurements, which include constrainedly pushing uniform calculation rules of quantities in the whole country, establishing uniform norm of using quantity, reforming actual fee modes, setting up the price system forming price by the market, consummating the tendering management system and pushing the tendering mode of BOQ. In international, especially in the countries of Commonwealth of Nations, BOQ is used widely, at the same time, BOQ mode is a development trend of construction cost management reformation in our country. This paper discusses the advantages of BOQ, and introduces the principles, main contents and requirements of BOQ. This paper analyzes cost controlling under BOQ, and mainly discusses the problems of BOQ tendering. In addition, this paper analyzes the relationship between the BOQ and contract price under different BOQ modes, and analyzes the contract price risk under different contract modes. After giving the reformation measurements, this paper discusses the relevant measurements with the reformation of construction price foundation and price pattern. The measurements includes changing the government function, establishing and promoting the rules of law, advancing the reformation of construction cost consultation industry and improving the people's making.The conclusion part summarizes the main studying viewpoints of the whole paper, and gives the problems that needs further discussing for other people because the author has only limited condition and limited time.
